Use "Dear" when being more formal, although I think dear is rare in email, which is informal by nature. When saying "hi dear," the word "dear" actually has a sort of substantive value, just like "my dear / my darling." So: ciao caro/a = hi (bye) dear. ciao cari/e = hi (bye) dears.
