If the overall count of your Drones dropped from 60 to 59, that Drone wasn't lost but destroyed. If the Drones in one Drone Hub dropped from 60 to 59, but the overall count of your Drones didn't change, that missing Drone was either assigned to another Drone commanding unit/building, or orphaned.
